Shiv Murari Sahai shifted to Delhi, Mir back in the saddle | KNO

The government has transferred the Additional Director General of Police (CID) Shiv Murari Sahai to Delhi and posted him as ADG (Co-ordination) in the office of Resident Commissioner, Delhi.

An order to this effect was issued by the Home Department yesterday. "He shall attend to all co-ordination related matters, as may be assigned to him, from time to time, by the Home department," reads an order issued by Principal Secretary (Home) R K Goyal. It further reads that one post of IPS cadre of J&K, at the level of ADGP has also been temporarily transferred to the office of Resident Commissioner Delhi for the purpose of withdrawal of salary of the officer, till such time, the post is held by the officer. A senior IPS officer of 1987 batch, Sahai was heading the Intelligence wing of the state for last seven months after he was posted their during Governor N N Vohra's brief rule. He was also in the consideration zone of being elevated to the post of Director General of Police that would be vacated with the extended superannuation of present incumbent K Rajendra on December 31. Sources told Rising Kashmir that Chief Minister Mehbooba Mufti and also some of her cabinet colleagues were keen to see Sahai as the new chief of police, but he fell out of favor in Delhi since the Ministry of Home Affairs has a crucial role in such an appointment. Mehbooba, the sources said, had tried hard to persuade the Government of India (GoI) to allow her to pick him for the job, though superseding at least six officers. "But GoI refused to oblige her and instead suggested her to sent him on deputation to Delhi," they said. According to sources, two ministers in the central government had thrown their weight behind 1986 batch IPS officer S P Vaid, who was number two in seniority after S K Mishra, who is 1985 batch officer, recently posted as Director General of Prisons. Decks are clear now for Vaid to take over as DGP on January 1, 2017 after his posting as ADG (Law and Order) in the recent reshuffle. Consequently a proposal was moved to shift him (Sahai) to Central Reserve Police Force (CRPF) and was cleared both by MHA and the state government (Chief Minister in her capacity as Home Minister). But the orders of his deputation are still awaited and nothing is known yet. Now in order to not only clear the path for Vaid to function as DGP without facing any lobbyism, but also to restore the position of another IPS officer A G Mir as the Intelligence Chief, the government has for time being shifted Sahai to Delhi, till his deputation to CRPF is cleared. Sources, however, said Sahai was reluctant to go to CRPF and would instead go somewhere else. He could also then continue as ADG (Co-ordination) and become a link between central and the state government. A senior officer told Rising Kashmir that his deputation was in pipeline but "it is not in our hands now. GoI has to take the decision". With Sahai's transfer to Delhi, IGP A G Mir will formally take over as the head of the CID wing. After being sidelined within the CID on March 3 this year, he had continued without any major task. But after Mehbooba changed her mind about Sahai, who was considered very close to her, Mir had unofficially started working as CID chief. Sources said Sahai was likely to relinquish the charge on Monday and Mir would change the room accordingly.
